Disaster Management Workshop by ASEAN Hydroinformatics Data Centre (AHC) and ASEAN CIO Association (ACIOA)
The statistical information between 1900 and 2007 indicates that water-related disasters such as floods, droughts, or storms outnumbered all other types of disasters combined and accounted for more than 90% of global natural disasters.
The “Hydroinformatics for Disaster Management in ASEAN” is the workshop focusing on the sharing and learning from the past experiences of each ASEAN countries on the implementation of “Hydroinformatics” to prepare-response-action for “Disaster Management” in particular. This workshop was a collaboration between ASEAN Hydroinformatics Data Centre (AHC) and ASEAN CIO Association (ACIOA) to integrate and accelerate the roles of ICT and Hydroinformatics for disaster risk reduction in the region. This could be the starting point to enhance ASEAN-wide collaboration and uplifting the roles and usage of hydroinformatics to another level.
Objective
- To learn from the experience of each member on how to implement hydroinformatics in action
- To co-monitor, warn, and communicate together Pre – During – Post disaster
- To co-analyze Pre – During – Post disaster and Build Back Better recovery and preparedness

Online Activity
The 1st workshop was participated by 59 participants from 8 ASEAN countries: Cambodia, Indonesia, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. This aimed to encourage ASEAN members to share their experience in the implementation of Hydroinformatics for Disaster Management. All participants agreed to set the co-monitoring and warning activities via 3 formal Communication Channels including 1) AHC Website (https://www.aseanwater.net), 2) WhatsApp mobile application, and 3) Facebook Page “ASEAN Water Hub” contributed by AHC Myanmar representative.
The 1st follow up meeting was participated by 29 participants from 8 ASEAN countries: Cambodia, Indonesia, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam, which was the first co-monitoring and warning activity during the 3 months (September – November 2021). This meeting visualized the information which has been actively shared by ASEAN members such as Rainfall and Weather Forecast via the agreed communication channels, especially in AHC Website and WhatsApp group. It successful strengthened ASEAN countries to be aware of the approaching disaster and disaster risk reduction.
The 2nd follow-up meeting was participated by 33 participants from 7 ASEAN countries: Cambodia, Malaysia, Myanmar, Philippines, Singapore, and Thailand, which was the last meeting to follow up on co-monitoring and warning activity. The highlight of this meeting was information sharing on the Japanese Geostationary Meteorological Satellite “Himawari” in ASEAN provided by an external partner from Japan Aerospace Exploration Agency (JAXA). The information on Weather Monitoring in ASEAN Region by Himawari-8 product is now available on the AHC Website (https://www.aseanwater.net). In addition, the representatives from Singapore and Thailand shared the situation update in their countries that were good guidelines for ASEAN participants to be aware and alert to prepare-response-action for approaching disasters which will strengthen the future regional collaboration among ASEAN countries.

- Encourage implementation of hydroinformatics for disaster risk reduction and management in ASEAN
- Practice the use of hydroinformatics to respond and react to the approaching disaster situation
- Enhance collaboration across sectors and countries
